AN EMOTIONAL FAREWELL FOR MAYOR AND COUNCILLORS

This week marked the end of an era for Ōtorohanga District Council, as we farewelled four of our longest-serving elected members - Mayor Max Baxter, Deputy Mayor Annette Williams, Councillor Roy Johnson and Councillor Roy Willison (who was in absentia at the farewell ceremony).

AN EMOTIONAL FAREWELL FOR MAYOR AND COUNCILLORS

This week marked the end of an era for Ōtorohanga District Council, as we farewelled four of our longest-serving elected members - Mayor Max Baxter, Deputy Mayor Annette Williams, Councillor Roy Johnson and Councillor Roy Willison (who was in absentia at the farewell ceremony).

Mayor Max Baxter, who has served 15 years in local government, including 12 as Mayor, delivered a heartfelt valedictory speech reflecting on his time in office. He spoke of the privilege of leading what he described as “the best small rural council in New Zealand,” and thanked staff, councillors and the community for their support.

His time as Mayor has seen transformative projects for the district, including investment in rural roads, the development of the new medical centre, support for Ōtorohanga College and the Kiwi House, extensive community planning and the creation of one of the country’s top destination playgrounds. Mayor Baxter also championed Māori Wards, chaired the national Mayors Taskforce for Jobs for seven years and was instrumental in securing the district’s involvement in Waikato Waters Ltd.

Deputy Mayor Annette Williams has served four full terms. Over her 12 years she has been a clear and thoughtful voice at the governance table. In her valedictory speech she reflected that she stood only because she was asked, but leaves knowing she has fulfilled her promise to represent her community with fairness and integrity.

Councillor Roy Johnson was also acknowledged for his 15 years of service, including time as Deputy Mayor. In his farewell speech he recalled his rural roots, his pride in representing farmers, and his efforts to boost vibrancy in the district through events like the Piston Festival and Truck Show. He described celebrating local achievements at community events as “the cream” of being a councillor.

Councillor Roy Willison, one of two elected representatives for the Rangiatea Māori Ward, is also stepping down. His tenure has been significant in embedding Māori perspectives into local governance during the foundational years of the ward’s creation.

Community Farewell for Mayor Max Baxter

Ngāti Urunūmia, on behalf of Ngāti Maniapoto, together with Ōtorohanga District Council, will host a special farewell to celebrate Mayor Max Baxter’s service. The event will be held at Te Kotahitanga Marae, Ōtewā Road, Ōtorohanga, on Wednesday 8 October 2025.

The programme includes:

  • 4.30pm - Pōwhiri

  • 5.40pm - Supper
    Mayor Max will remain onsite until 8pm to give people the chance to come along after work.

This is an open invitation for Ngā iwi o te rohe, ngā mātāwaka, and the communities of Ōtorohanga, Kāwhia and beyond to come together, share stories, and celebrate the many years of service given by Mayor Max.

Our current Elected Members will remain in their positions until voting day - 11 October 2025.
