We Provide Roads

To develop and maintain a roading network that provides for the safe and efficient operation of district roading.

How this service is provided

This is Councils' single largest activity and is provided through 806km of rural roads and 28km of urban roads, including bridges.  Safety is enhanced through an active improvements programme, seal extensions, emergency restoration, sign posting, pavement marking, street cleaning, street lighting and minor safety projects.

Services Provided

1.     27.6km (98%) of the urban and 486km (62%) of the rural roads are sealed.

2.     Road widths/shape are appropriate to the vehicle volumes carried.

3.     Sealed road roughness is kept below the point that causes high vehicle wear.

4.     Vegetation mowing/cutting/spraying are carried out annually to specified distances from the road.

5.     Unsealed roads are maintained by grading up to 3 times per year, and addition of metal as required. 

6.     Most sealed roads carrying more than 150 vehicles per day have markings to guide traffic - repainted regularly to maintain clarity.

7.     Road lighting to promote safe night usage in the communities.

8.     Signs where required, with more on higher trafficked roads and intersections.

9.     Stormwater control, so that roads have limited ponding in all but large storms.

10.   2km of seal extensions were carried out in the 2005/2006 financial year.

11.   5.6km of general improvements were carried out in that year.

Cost

Some road construction work activity is paid 43% by the ratepayer and 57% by Transfund New Zealand (central government agency).  Ratepayer contributions are from the District wide rate.

Road maintenance activities are funded 48% by ratepayer and 52% by Transfund New Zealand.

GENERAL TEMPORARY ROAD CLOSURE CONDITIONS
(Subject to amendment)

1.                  Persons are to be allowed through in the event of an emergency or necessity.

2.                  The applicant is to pay the application fee (unless a community event) towards administration of the road closure to Otorohanga District Council 10 working days prior to road closure.

3.                  The applicant is to pay for all advertising costs in appropriate newspapers (in accordance with the Transport Regulations 1965).  Public notice advertisements are to be published in the Te Awamutu Courier and the Waitomo News.

4.                  The applicant is to comply with the objection provisions contained within the Transport (Vehicular Traffic Road Closure) Regulations 1965. 

5.                  The applicant is solely responsible for signposting and policing of the roads to be closed, to ensure that only vehicles connected with the road closure have access to the road closure areas.  This includes arranging the delivery, erection and manning of all road closure barriers and their removal thereof after closures.  All gates and entranceways are to be taped and tape is to be removed thereafter.

6.                  Signs advising of the road closures are to be erected at the start and end of the closed portions of roads and on each intersecting road two weeks prior to the road closure.  All signs are to be removed immediately after the closure.  The applicant representative is to meet with Council Engineering Staff regarding the required signs format, size, location and quantity of signs for approval before they are manufactured and erected. 

7.                  The applicant is responsible for obtaining public liability insurance (and paying cost for same) to a minimum value of $500,000.  This is required to indemnify Council against any damage to property or persons as a result of activities during the road closure period.  Council requires that it is held covered under the terms of such policy and accordingly the policy is required to be in both parties names on the form prescribed by Council.

8.                  The applicant is to liaise, and provide evidence of liaison, with all, rural delivery contractors, public transport operators and businesses that may be affected by the road closures. 

9.                  Should weather or other conditions deteriorate, which create a likelihood of extensive damage to the road from the road closure activities then activities must be abandoned. All csts to repair any damage to the road will be charged back to the applicant.

10.              The applicant is to consult with the local Ward member, and residents of all properties on the roads intended to be closed and also residents on roads connecting with the roadsintended to be closed and obtain the signatures of those residents affected, confirming notification of the proposal has been received and indicating their response to the proposal. All signed consents must contain the residents full name and address (including the RAPID property number) for identification. All consent forms and letters to residents must be submitted to Council staff for approval before distribution/collection of signatures commences. Signed consents are to be sighted by Council staff before the objection closing date.
