District Plan Review

Council acknowledges the changes to the District and the community in the time since the District Plan became operative.  Accordingly, Council recognizes a review of the District Plan is necessary to keep abreast of the changing operating environment and to be in tune with the District and its communities.

Review Process

Council is seeking to undertake a review process that provides considerable opportunity for Iwi, stakeholders and the community to be informed and engaged, both in the Review and First Schedule processes.  Councils Review Process provides opportunities at a number of stages for involvement, these are as follows;

1.      Access to Expert Reports commissioned by Council on identified topics.

2.      Access to Discussion Documents drafted for Council and an ability to make comments in regards to the content of these documents.

3.      Access to Draft District Plan prior to District Plan becoming “Proposed” and notified through the First Schedule process of the RMA.

Work Flowchart

Council recognizes that considerable work is needed in reviewing the District Plan.  A Work Flowchart has been defined which outlines areas where work is, or has been undertaken.  The progression of work will, in the majority of circumstances, adhere to the Review Process.

First Schedule Process RMA

The First Schedule of the Resource Management Act sets out the process that is required to be undertaken when developing or reviewing a District Plan.  The following link of the Ministry for the Environment’s website provides useful information regarding this process and community involvement.

Discussion Documents

The following documents are available for community and stakeholder review:
